"The Dallas Morning News on March 3, 2000 had a front page article by
Terrence Stutz giving more details about the Master Reading Teacher Program.
It did not mention the fact that the training would be in phonics
instruction, but State Board Vice Chairman, Tincy Miller, will be overseeing
the instruction to be sure that it is on target.
Should Gov. Bush leave the state to take higher office, Lt. Gov. Rich Perry
will be the next Texas Governor, and he is dedicated to working with Tincy
to
see that the training accomplishes the goal of putting at least one mentor
in each District who has been trained in phonics-based reading instruction.
The lead reading instructor's recommendation for reading book purchases
carries weight with the local school board as well.
This is a big state with many first grade classrooms to cover but we have to
start somewhere. Thank you for all you are doing to help us get our program
off the ground here in Texas."
NRRF Note: The Texas Master Reading Teacher Program, proposed by Lt. Gov.
Rick Perry last year, began with an appropriation of $12 million in 1999 to
train and pay about 24,000 reading teachers. "Reading is the key that
unlocks the door to learning for our children. When children can read, they
can understand the principles of math and the theories of science...The
Master Teacher Reading Program will provide Texas children with expert
reading instruction while professionally and financially rewarding our best
and brightest teachers," said Mr. Perry.
